Change text size for the storyPrintReport an error Charles Dumas was pedalling north on Regional Road 80 in Val Caron when he was struck by a southbound car turning left into a strip mall. "The windshield broke when I landed on it," he recalls. "I was able to walk away, sort of. The bike didn't come out of it too well. It wasn't long before Dumas, who rides competitively with the Sudbury Cycling Club, was back in the saddle again. But the incident "did alter how I travel within traffic," he says. He goes slower now at dense intersections and sometimes commands a full lane "to further increase my visibility. Close calls and outright accidents are common among those who brave Sudbury's busy thoroughfares on two wheels. Apart from Dumas' own scare – and that's just one of several he's had -- the cyclist has witnessed friends getting clipped. Racing buddy James Larmer was "sideswiped" when the two were riding between Garson and Coniston. "The car threw him in the ditch and then just left us there," says Dumas. "Luckily the ditch was soft. The collisions can be fatal, as was the case for Sophie Manarin, an elite athlete who was killed during a training ride in 2001. Since then an annual Share The Road ride has been staged in her memory. In 2010, Giovanni Leon, 71 at the time, was ironically struck by a vehicle during one of these very events, suffering a broken arm, cracked vertebrae and a crushed ankle. "There's a fair amount of cycling culture in Sudbury, but there isn't the same awareness you have in Europe," says Dumas. "People don't think twice about a snowmobile being on the side of the road, but a bicycle isn't seen as a vehicle here; it's a novelty. It's a different mindset – a petrol mindset. The same point comes up often when you speak to members of the local cycling community. Rachelle Niemela, chair of the Sudbury Cyclists Union, describes the city as "car-centric." Longtime cycling advocate John Lindsay goes a step farther, characterizing the city – or its roads department, at any rate – as "almost anti-cycling. The problem, according to these critics, isn't just that a sense of entitlement to the tarmac is ingrained in Northern drivers but that the city's leadership and staff are reluctant to put bike-friendly infrastructure in place. "You're not in traffic – you are traffic," a sign on Paris Street recently reminded motorists. "Bike, walk or bus. Welcome as that message might be to advocates of public transit and active transportation – the buzzword for getting around on your own steam – it's easier said than done, especially if your mode of propulsion is a couple of pedals. While Dumas concedes the city has made efforts in recent years to establish cycling routes, "there's a lack of connection," he says. "You go towards downtown and end up in heavy traffic. For Lindsay, the pace of bicycle-friendly development has been maddeningly slow. "There are bike plans going back to 1973, and 40 years later we're no further ahead," he says. "These reports, put forward by successive committees, are accepted but never ratified; council says it's a great idea, and then it just gets lip service from the traffic department. It's very frustrating. He credits the cycling lanes along the Howey-Bellevue-Bancroft corridor – one of the few examples in the city of dedicated bike routes, established in 2005 – "largely to two councillors, Janet Gasparini and Lynne Reynolds." Even then, the proposal "only passed by one vote," he points out. "And the police were against it. The lanes extending through the Minnow Lake area to the edge of downtown and Bell Park have proven quite popular, while also providing a "traffic-calming aspect," says Lindsay, but attempts elsewhere to appease cyclists mostly amount to half measures and token gestures, in his view. He cites the "sharrows" – painted markers indicating a shared lane – on Regent Street as an example. Not only is this sharrowed section small – 600 metres between Caswell Drive and Bouchard Street – but studies "show they're not really appropriate," says Lindsay. "They don't actually designate an area of the road. Sharrows are also being implemented at the rebuilt intersection of Notre Dame Avenue and Lasalle Boulevard, a decision that's "mind-boggling" to Niemela. "It's the third-busiest intersection of the city, and vehicles are zooming up there at 60 km/hour, impatient to make a turn. The cyclists union rep prefers the dedicated lanes in Minnow Lake and the bi-directional track on Paris Street, although the latter is short and doesn't link up easily with the Ramsey Lake Road multi-use path, since "you're on the wrong side of the road coming down the hill and when you hit the intersection, there's nowhere to go," she says. "Cyclists have been hit at that corner. Paved shoulders on regional and commuter links, like Radar Road, are helpful, but "again, they're not reserved space for cyclists," notes Niemela. "Tractors and horses can also use them, and cars can pull over. These strips of extra paving are also quite scarce in the municipality relative to its overall network of asphalt. "There's about 3,500 km of roads in Greater Sudbury, and only 24 km of them have paved shoulders," she says. In other words, less than 1% of the city's road-beribboned sprawl has been buffered with a comfort zone for cyclists. Black-topped berms aren't much more prevalent on the province's secondary highways, but momentum is building to make this a matter of a policy, as opposed to a rare concession or engineering afterthought. Parry Sound-Muskoka MPP Norm Miller introduced a private member's bill in 2010 that calls on the government to install paved shoulders of at least a metre in width whenever a section of secondary highway is being rebuilt. That bill is now in its third incarnation – an election and proroguation killed its predecessors – and passed second reading in late December. "It's now up to the government or agreement by all House leaders whether it goes beyond that," says Miller. "But I'm pleased with what's been accomplished so far, because there is more awareness on this issue and policy is changing. So I don't feel like it's a lost cause. Although the Ministry of Transportation hasn't implemented Miller's plan across the board, "I'm definitely seeing change from five years ago, when the MTO didn't recognize cyclists and didn't want to pave shoulders," says the MPP. "Now they are paving more shoulders. Premier Kathleen Wynne herself, at the time the transportation minister, approved paved shoulders for a section of Highway 6 on Manitoulin Island that was being resurfaced in 2011. More recently, the MTO agreed to add paved shoulders to a stretch of Highway 124 between Parry Sound and Sundridge, says Miller. The MPP says there are multiple benefits to a bikeable border on highways. "There's the safety for cyclists and drivers, as well as benefits for tourism and lower maintenance costs for the highway itself," he says. "The initial capital cost pays for itself over time because you don't have to grade and washouts aren't happening as much. Enhanced cycling infrastructure also facilitates fitness, which makes it appealing to organizations like the Sudbury and District Health Unit, whose board passed a motion endorsing Miller's bill in January. "We have a lot of rural highways in our district, so we want to connect people to places," says Carol Craig, a health nurse and member of the SDHU's Nutrition and Physical Activity Action Team. "Having a safe spot for pedestrians and specifically cyclists is really important to us in public health, because we want to get people more active. Craig notes there is a movement to link Sudbury and Sault Ste. Marie with a safe cycling route that parallels Highway 17, as well as a Georgian Bay Cycle Tour project that could conceivably include the Nickel City as a stop. But there's a need for connectivity just within Greater Sudbury itself. "We're one of the largest municipality's geographically, so we have these pods of communities," says Craig. "We have to realize motor vehicles will still be in our lives but also think of sustainable solutions like walking, cycling, carpooling. We're rethinking how we transport ourselves in our communities. Ursula Sauve considers herself "a fairly daring cyclist," but there are many areas of the city the 63-year-old won't brave on her bike, let alone expect the more timid members of her cycling sisterhood to attempt. Last year Sauve and her friends dubbed themselves the Cycling Grannies and pedalled into the spotlight over a plan for Kelly Lake Road that they felt ignored the needs of two-wheeled travellers. "We're just an informal group of women, the oldest of us being about 76, but we're all grannies," says Sauve. "And if we don't feel comfortable, how about our grandkids? We were just getting annoyed that the city isn't moving in the direction of safe cycling for people. Having grown up in Switzerland, and visited there recently, Sauve has seen what a progressive approach to self-propelled transportation can look like. "They have thousands of kilometres of lanes that are separate from the roads," she says. The grandmother doesn't expect Sudbury to sprout a vast web of dedicated bike paths overnight, but she does believe "when the city is redoing a road, it should be mandatory that it's done as a 'complete street. A complete street is a model of road design that takes into account cyclists, pedestrians, the mobility-impaired and transit users. It's a concept to which Greater Sudbury is loosely committed, but is falling well short of following in practice, says Sauve. She points to the pricey redesign of Second Avenue in Minnow Lake, which is set to begin this spring. "They're putting $5 million into this, and they're not even considering cyclists. The Sudbury Cyclists Union is pressuring the city to revisit the plan for Second Avenue, calling for "an amended proposal that incorporates safe cycling infrastructure, and connects to the Bancroft cycling routes, prior to tender. But Second Avenue is just the latest example of a car-centric, ill-conceived approach when it comes to roadwork in the city, according to Niemela. Even attempts to slow vehicular traffic, which theoretically might be welcomed by those on bicycles, have only added to cyclists' woes, she says. "The curb extensions on Attlee Street (in New Sudbury) are horrendous for cyclists, because you have to swing in and out of traffic, or you end up using the sidewalk, which is statistically more dangerous," says Niemela. "It's just another example of a non-integrated approach. The cyclists union, with the support of the Coalition for a Liveable Sudbury, Rainbow Routes and other groups, has called on the city to dedicate 1% of its roads budget to cycling-specific projects. Niemela says that's equivalent to what the city has spent on recent traffic-calming projects, some of which have been hugely unpopular. In her view you can accomplish traffic calming and help cyclists at once, simply by installing dedicated lanes along the sides of existing arteries. Sudbury does have a more challenging topography and layout than some cities. Even Lindsay concedes it can be tricky to work within the geographical challenges. "As I sometimes put it, we're kind of between a rock and a lake," he says. Still, harsh winters and steep inclines haven't stopped cities like Thunder Bay and Montreal from vastly expanding their cycling infrastructure in recent years. "I think the biggest issue for us is just that our whole planning process isn't looking at cycling," says Niemela. "We need an integrated approach. That, and perhaps a radical rethink in how we view getting around in the first place. "Transportation is not about moving cars," says Niemela, citing a favourite quote. This was the third large power contract secured by Marubeni through separate tenders. Other bidders in all three tenders have filed complaints with the bidding authorities to the effect that Marubeni had been unfairly favoured. The US Department of Justice on March 19 slapped a fine of $88 million on Marubeni for paying bribes to top-ranked officials in Indonesia to secure a lucrative power project. On March 26, the Japan International Cooperation Agency (JICA), which is financing the Bheramara power project, announced that Marubeni could not be involved in any procurement with JICA for nine months. Marubeni would also be ineligible to take part in procurement for grant aid and these measures would be applied to joint ventures as well. “This decision was made because this company announced the agreement with US DOJ in which it admitted bribery in connection with the Tarahan Project in Indonesia,” JICA said in a public notice posted on its website. Allegations are rife that Marubeni, after getting blacklisted, signed the Bheramara power project agreement and backdated it on March 16 with the help of NWPGCL. A top NWPGCL official denied the allegation saying, “It's true that we have signed the agreement in a hurry. It was because Marubeni requested us to sign the deal before its own financial year ended on March 17. Since we were ready to sign the deal, we saw no problem in it. Government agencies usually announce the signing of a contract and invite the press and others to witness the process. In this case, however, nobody knew anything until last week. “We will soon hold a proper ceremony,” added the top official, who requested that he not be named. The official claimed the contract had been signed through upholding the national interest and there was no corruption in the process. “This is the cheapest power project [of the three contracts won by Marubeni],” the official said, adding, “The per kilowatt construction cost for Bheramara is $745, whereas the same costs are $851 in Bibiyana phase three and $919 in Haripur power projects. This comparison shows questionably wide variations in Marubeni's contracts, although it used almost the same equipment in all three projects. Interestingly, the Bheramara project is based on dual fuel combined cycle, which should cost more than combined cycle to be used in Bibiyana and Haripur. The NWPGCL top official added they would not sign any Long Term Service Agreement (LTSA) with Marubeni to take care of the project's future operation and maintenance as the contract allows them to contact the plant's equipment manufacturer directly for the LTSA. The LTSA is a costly operation as it gives the bidder an additional means to make money from a power project. Marubeni in recent years has bagged three power contracts in Bangladesh. The authorities in the first two tenders technically disqualified other participants, making Marubeni the only qualified bidder. In the case of the Bheramara project, there was another competitor. The Bheramara bid was floated in late 2012. Four bidders submitted their technical proposals that were evaluated late last year. The tender evaluation report oddly mentioned that none of the bidders had met the qualification criteria set by the tender rules. However, it contradictorily qualified the Japanese bidders Marubeni and Sumitomo and disqualified the Japanese-Korean Mitsui-Posco and Spanish Duro Felguera. According to the evaluation, Mitsui and Duro Felguera were disqualified on grounds that their GE and Siemens turbines did not meet “vibration” requirements. GE and Siemens are the world's largest and second largest turbine manufacturers respectively. Marubeni's bid had three serious deviations, which have implications on the project price. One of these was ignored and two were given the scope to modify in violation of tender rules, sources say. Its biggest shortcoming is that the company refused to accept the project's “geo-technical risk” and proposed that it would have to assess such risks after a study once the contract was awarded. In that case, Marubeni's proposed price for the project would change after the contract was awarded. Insiders say Marubeni also refused to accept the responsibility of obtaining the right way for transmission line and its associated costs and declined to accept the required responsibility to guarantee the availability of spare parts for 10 years. These two issues were allowed to be amended. Sources say this was done to push out bidders who proposed using GE and Siemens turbines. Mitsui had proposed equipping the plant with a GE turbine and Duro Felguera with Siemens. Of the two qualified bidders, Marubeni and Sumitomo proposed Mitsubishi Heavy Industries (MHI) and Alsthom turbines respectively. The GE and Siemens turbines are cheaper than MHI and Alsthom both in terms of price and maintenance. Skip to search. View PhotoMicrosoft unveils Windows in the car, battles Apple CarPlayMicrosoft has been powering a lot of different car entertainment systems over the years. Ford, Kia, BMW, Nissan, and Fiat have all used special versions of Windows to create their own interfaces and systems, but Microsoft is also focusing on its own "Metro" user interface for its Windows in the car future. At the company's Build developer conference this week, Microsoft's Steve Teixeira revealed what that future will look like. It's actually a lot like Apple's idea of CarPlay, a method to project what's on your phone screen directly onto a car's infotainment system display. Microsoft has created a concept that it's currently testing in real cars, and the idea allows Windows devices to mirror what's shown on screen into a touch- and car-friendly interface. The current prototype uses the connectivity standard Mirrorlink, an alternative to Apple's CarPlay system. Mirrorlink is currently used by Nokia's Symbian phones and Sony's Xperia Z handset, but it's expected to gain broader support if infotainment systems start to use the standard more. Volkswagen, Honda, Toyota, and Citroen are all working on cars with Mirrorlink support, and aftermarket car radio manufacturers Alpine and Pioneer are backing it. The Windows in the car concept essentially extends the functionality of a Windows Phone directly into a built-in car display. During the demo — which crashed at one point, demonstrating it's clearly a concept — Teixeira describes how developers will be able to create apps that are designed for the car. A marketplace is shown in some parts of the user interface, and it all looks a lot like a miniature version of Windows 8. There's swiping between tiles and the main interface, and sections for radio, maps, and apps. Much like how Apple unveiled its iOS in the car before it turned into CarPlay, this Windows in the car concept isn't ready to ship just yet. Teixeira doesn't provide a date on when we should expect such a system to exist, or whether car manufacturers have expressed interest in using Mirrorlink and Microsoft's idea of Windows in the car. Exploring the journey

Maria Aurora Couto’s book is a great read. If you revel in subtly-etched pictures of yesteryears and enjoy good writing, then you should simply prop up a pillow and devour the book. But if you are the one to apply an academic’s lens, then you might dot a problematic in the way the voices and conversations are deployed in the creation of a positivist grand narrative — hegemonic and representative of a community in which the family’s private saga unfolds. But then Couto is very clear that both her books —Goa: A Daughter’s Story and Filomena’s Journeys — are the voice of the time of her class. Nonetheless, it takes immense courage to plumb the depths in this manner and yank out detail upon detail of true-to-life family portraits with brutal honesty. The book is interestingly-scripted in the manner of taking field notes. Couto interchanges her voice as daughter, narrator, researcher and at times, even as an incognito persona, culling details and interspersing them. Her academic background enables her to prop the narrative with period detail, allowing the flow of biography to be embellished, giving the younger readers a grasp of the time. The author’s parents, Francisco (Chico) de Figueiredo and Filomena Borges, are the central characters, caught in the pivot of early 20th century Goa. Times, they were a-changing then, as many of Goa’s elites were beginning to rethink colonialism and their own role as a ‘Comprador Class’. Chico’s mother (also Aurora), unable to cope with losing the privileges of her class on her father’s death, takes to drinking and ‘Soon Aurora’s alcoholism was a well known secret…’ Chico’s aunt, Claudina, on the other hand, was married into the enlightened Correia-Afonso family and joined the voices of political dissent seeking liberation of Goa. Be a bhatkar, multiply the wealth; be a doctor, draw in symbolic value for the family; be a lawyer, help the family ‘grow’ its wealth by astute property purchases; or be a priest, to work in ways so that the family as a social ‘hierarchical’ unit prospers. This was the unwritten dictum among elite Goan families — to push their sons into these designated professions, ensuring continuity and prosperity. But given his temperamental and artistic vein, Chico did not fit into this familial paradigm. Having set his heart firmly on music (despite a medical degree) Chico courted trouble, aggravated by his personality and further exacerbated by the loss of privileges that the landed gentry had hitherto enjoyed. With this volatile combination, he hurtled himself on a path of self-destruction. In colonial Goa, the elites learnt music but very few opted for a career, as the church choirs and its violin maestros were drawn from the working class. On the other hand, Filomena, the archetypal feminine-suffering, patient and full of positive energy, and raised in her sheltered grandparent’s home on adages like ‘Life had to be endured, so learn to obey…’ is the real hero of the biography. Many women from this class, when pitted against odds, managed property and raised families in a manner unthinkable, given their sheltered upbringing. The union of Filomena and Chico seems destined in the way it unfolds. Filomena’s compassion, love and loyalty cannot arrest his fall into alcohol dependence. The situation of the growing family, Chico’s irrational actions and the bleak financial situation become calamitous, forcing Filomena to relocate to neighbouring Dharwar where she raised a family of seven children. The biography is replete with strong, realistic and graspable women whose innate strength can be evidenced only in a narrative like this. Since 2000, fiction written by some Goan women has portrayed strong women characters at its core — Margaret Mascarenhas’ Skin (2000), Belinda Viegas’ The cry of the Kingfisher (2010)and this reviewer’s Let me tell you about Quinta (2011), to mention some. The Australian government agency coordinating the search for the missing plane said early Sunday that the electronic pulse signals reportedly detected by the Chinese ship are consistent with those of an aircraft black box. But retired Air Chief Marshal Angus Houston, the head of the search coordination agency, said they "cannot verify any connection" at this stage between the electronic signals and the missing Malaysia Airlines Flight 370. Military and civilian planes, ships with deep-sea searching equipment and a British nuclear submarine scoured a remote patch of the southern Indian Ocean off Australia's west coast, in an increasingly urgent hunt for debris and the "black box" recorders that hold vital information about Malaysia Airlines Flight 370's last hours. After weeks of fruitless looking, officials face the daunting prospect that sound-emitting beacons in the flight and voice recorders will soon fall silent as their batteries die after sounding electronic "pings" for a month. A Chinese ship that is part of the search effort detected a "pulse signal" in southern Indian Ocean waters, China's official Xinhua News Agency reported. Xinhua, however, said it had not yet been determined whether the signal was related to the missing plane, citing the China Maritime Search and Rescue Center. Xinhua said a black box detector deployed by the ship, Haixun 01, picked up a signal at 37.5 kilohertz (cycles per second), the same frequency emitted by flight data recorders. Malaysia's civil aviation chief, Azharuddin Abdul Rahman, confirmed that the frequency emitted by Flight 370's black boxes were 37.5 kilohertz and said authorities were verifying the report. Earlier Saturday, Xinhua reported that a Chinese military aircraft searching for the missing aircraft spotted "white floating objects" not far from where the electronic signals were detected. Houston said the Australian-led Joint Agency Coordination Centre heading the search operation could not yet verify the Chinese reports and had asked China for "any further information that may be relevant." He said the Australian air force was considering deploying more aircraft to the area where the Chinese ship reportedly detected the sounds. "I have been advised that a series of sounds have been detected by a Chinese ship in the search area. The characteristics reported are consistent with the aircraft black box," Houston said, adding that the Australian-led agency had also received reports of the white objects sighted on the ocean surface about 90 kilometers (56 miles) from where the electronic signals were detected. "However, there is no confirmation at this stage that the signals and the objects are related to the missing aircraft," Houston said. Still, Malaysia's defense minister and acting transport minister, Hishammuddin Hussein, was hopeful. "Another night of hope -- praying hard," he tweeted in response to the latest discoveries. There are many clicks, buzzes and other sounds in the ocean from animals, but the 37.5 kilohertz pulse was selected for underwater locator beacons on black boxes because there is nothing else in the sea that would naturally make that sound, said William Waldock, an expert on search and rescue who teaches accident investigation at Embry-Riddle Aeronautical University in Prescott, Arizona. "They picked that (frequency) so there wouldn't be false alarms from other things in the ocean," he said. Honeywell Aerospace, which made the boxes in the missing Malaysia Airlines plane, said the Underwater Acoustic Beacons on both the flight data recorder and cockpit voice recorder operate at a frequency of 37.5 kilohertz plus or minus 1 kilohertz. Waldock cautioned that "it's possible it could be an aberrant signal" from a nuclear submarine if there was one in the vicinity. If the sounds can be verified, it would reduce the search area to about 10 square kilometers (4 square miles), Waldock said. Unmanned robot subs with sidescan sonar would then be sent into the water to try to locate the wreckage, he said. John Goglia, a former U.S. National Transportation Safety Board member, called the report "exciting," but cautioned that "there is an awful lot of noise in the ocean. "One ship, one ping doesn't make a success story," he said. "It will have to be explored. I guarantee you there are other resources being moved into the area to see if it can be verified. The Boeing 777 disappeared March 8 while en route from Kuala Lumpur, Malaysia, to Beijing with 239 people aboard. So far, no trace of the jet has been found. Hishammuddin, the Malaysian defense minister, told reporters in Kuala Lumpur that the cost of mounting the search was immaterial compared to providing solace for the families of those on board by establishing what happened. "I can only speak for Malaysia, and Malaysia will not stop looking for MH370," Hishammuddin said. He said an independent investigator would be appointed to lead a team that will try to determine what happened to Flight 370. The team will include three groups: One will look at airworthiness, including maintenance, structures and systems; another will examine operations, such as flight recorders and meteorology; and a third will consider medical and human factors. The investigation team will include officials and experts from several nations, including Australia -- which as the nearest country to the search zone is currently heading the hunt -- China, the United States, Britain and France, Hishammuddin said. A multinational search team is desperately trying to find debris floating in the water or faint sound signals from the data recorders that could lead them to the missing plane and unravel the mystery of its fate. Finding floating wreckage is key to narrowing the search area, as officials can then use data on currents to backtrack to where the plane hit the water, and where the flight recorders may be. Beacons in the black boxes emit "pings" so they can be more easily found, but the batteries last for only about a month. Officials have said the hunt for the wreckage is among the hardest ever undertaken, and will get much harder still if the beacons fall silent before they are found. "Where we're at right now, four weeks since this plane disappeared, we're much, much closer," said aviation expert Geoffrey Thomas, editor-in-chief of AirlineRatings.com. "But frustratingly, we're still miles away from finding it. We need to find some piece of debris on the water; we need to pick up the ping. If it doesn't happen, the only hope for finding the plane may be a full survey of the Indian Ocean floor, an operation that would take years and an enormous international operation. Hishammuddin said there were no new satellite images or data that can provide new leads for searchers. The focus now is fully on the ocean search, he said. Two ships -- the Australian navy's Ocean Shield and the British HMS Echo -- carrying sophisticated equipment that can hear the recorders' pings returned Saturday to an area investigators hope is close to where the plane went down. They concede the area they have identified is a best guess. Up to 13 military and civilian planes and nine other ships took part in the search Saturday, the Australian agency coordinating the search said. Because the U.S. Navy's pinger locator can pick up signals to a depth of 6,100 meters (20,000 feet), it should be able to hear the plane's data recorders even if they are in the deepest part of the search zone -- about 5,800 meters (19,000 feet). But that's only if the locator gets within range of the black boxes -- a tough task, given the size of the search area and the fact that the pinger locator must be dragged slowly through the water at just 1 to 5 knots (1 to 6 mph). Australia's Houston acknowledged the search area was essentially a best guess, and noted the time when the plane's locator beacons would shut down was "getting pretty close. The overall search area is a 217,000-square-kilometer (84,000-square-mile) zone in the southern Indian Ocean, about 1,700 kilometers (1,100 miles) northwest of the western Australian city of Perth.
